Core general education classes for the Associate Degree meet all University of California and California State University transfer requirements. ASL classes are transferable as part of General Education transfer requirements. They also meet foreign language transfer requirements for high school students.
The situation is complicated because a majority of the Peralta board continues to oppose Vista's year-old effort to break away. If the two sides can't agree on how to divide their assets and liabilities -- everything from desks and chairs to bond debt -- the law calls for binding arbitration.
Whatever separation terms are hammered out then would need nods from county and state education boards. Only then could Vista's proposal to secede be placed on the November ballot. The final decision would be made by voters in Albany, Emeryville and Berkeley, the cities that would comprise the new one-college district, plus voters in Oakland, Piedmont and Alameda, who would be left with three colleges in the Peralta district.
The school boards in Albany, Berkeley and Emeryville and a number of Berkeley elected officials support the break, but some Oakland community leaders say they will fight it.
Between 3, to 4, of the Peralta district's 29, students attend Vista. Besides losing that revenue, some opponents of Vista's exit are concerned that it would create a new college district serving cities that are primarily white. At the same time, it would increase the proportion of blacks in the new Peralta district.
An analysis prepared by staff in the Alameda County Office of Education shows that the new Vista district would be 63 percent white and 17 percent black, compared with 45 percent white and 33 percent black in the current Peralta district.
Without Vista, the new Peralta district would be 40 percent white and 37 percent black. They say they are tired of a year history in which the Berkeley campus has been treated like a stepchild to the Oakland and Alameda colleges.
